Sick Rubber Tree

I have a sad-looking rubber tree plant. It has been alive for many, many years, but right now it is one stalk about 3 feet long, with 5 leaves on the very top of the plant. Do you think I am better off cutting off the top and rooting it? Or just trying to repot it?
