Ponytail palm

My curly ponytail that I've had for a few years became a favorite snack of my kitten. I chopped off the brown, eaten leaves which left this pathetic looking plant. It also doesn't get nearly the light it should since I moved to the north side of a duplex. I've seen threads that say I can chop the top off and save my plant (I'll be buying a house this year and all my plants will be much happier!) but I'm confused as to where I should make the cut? Should I cut all the way down by the base or right below the first leaves?
