The name Saxifraga 'stolonifera' means that it 'makes stolons' so this growth is typical for the species. The babies are very sweet and the stolon will carry on and produce a string of offspring.

I didn't know that, thanks for that tidbit of information (very cool!). The pot of 'Mamas' has been producing stolons for awhile now, but to see one of the babies produce a stolon while still connected to a 'Mama' is interesting!
