Dracaena Anita Help!!

I think that the plant in the picture is a dracaena Anita, If I'm wrong please let me know.
Anyways as you can see it looks pretty terrible. We water it when the soil feels dry, the temperature remains at about 70, the only real issue I think it might have is we are in a basement, so it doesn't get a lot of natural light but we have a plant light trained on it in the evenings. Please help, I love this plant and really want to see it flourish.
