Drooping rubber plant with black spots on back of leaves

I have had this little rubber plant for a few years (bought it in the 99p shop). It normally sits on my windowsill which is southfacing so gets quite a lot of light during the day. I have single paned windows those so it might get a bit chilly at nights in winter.

Recently the leaves have started to droop and one of them has what looks like a burn mark. I was just examining it and I noticed that almost all the leaves have black marks on the underside of the leaves. I have just watered it to see if it would perk it up at all (I water it once every few weeks). It has these little white balls in the soil but I think they have always been there. I cannot tell if it has root rot or not.

Can anyone advise me what is wrong, if it is likely to survive and if there is anything I can do to help it.
