Before continuing, I want to let you know...
1. It can take 7-14-years before citrus sown from seed, flower/fruit.
2. Branches are extremely thorny.
I've never sowed tangerine seeds, but grew lemon and limes. Both grew, but as I stated, thorns were 3-4".

In Oct. I planted five key lime seeds and all of them sprouted. I would suggest somehow heating them from the bottom. I use a candle warmer as heat with my plants on a wire rack suspended above it. I also water (when needed) from the bottom to keep the top of the soil dry. Small seedlings are prone to fungus rot and watering from the bottom can alleviate this problem. Since I'm growing inside I put me seedlings in front of a fan a hour a day to help strengthen the trunk. Happy growing, Jack.

Toni: I am aware of how slow growing and thorny citrus are. My husband had a grapefruit tree when we first got married. He had planted the seeds as a small child. His grandmother helped him with the first plant, but she is no longer around.

So for now keep them warm and water from the bottom?

Once again I would like to thank everyone for their advice. Just thought I'd let you know that as of this morning there was still no sign of growth in the pot. Then as I passed by it just after midnight I noticed one tiny sprout had risen above the soil. Happy New Year's to me!

I'll give things another day or two to see if any other shoots show themselves and then I'll post a photo.

To make them germinate faster, remove the water-proof coat of the seed with your nail, and place the seeds in a damp paper towel. Put the paper towel inside a plastic bag and seal. In a week, you should see roots begin to form. You can plant the sprouts now. Hope this helps! Good Luck :)
