Add coir hydrated or dry?

Hi again experts,

I have looked at many step-by-steps online and it appears that some people add their peat/coir crumbled up and dry, before adding water, and some add it already hydrated.

I will be making hypertufa portland cement, perlite and coir. It seems like it matters if the coir wet or dry prior to measuring, because it would affect the measurements. Dry coir will expand a lot, whereas wet won't.

Which is best?

Greatly appreciate any advice :)
