Plate flower construction info

Okay, I got everything I need to put them together, have 9 stacked and ready on the living room floor but am afraid to start without some more info. Did a search and still am not sure about how you glue them together. I have the fresh GE II and everything is clean.

Do you do a circle of silicone on the outside edged area of the raised center part of the plates to be glued together? If the silicon is not up to the very edge of the surface of the joined area does mildew/mold grow there (like in the bathtub)?

Or do you spread the silicone over the whole area?

If the edge you are trying to glue is not flat-I want to glue a little crystal ring holder dish, cup down for the center of the flower but the rim is not flat/smooth and don't want water to get between the pieces. A thick line of silicone will squish out around the joined edge. What do you do?

Can crystal dishes in the sunlight start a fire?

I would appreciate any help you can give me to get this project finished and out in the garden. My DH would be really happy not to have stacks of dishes in the floor.
