HELP! Plate flower problem

I've got my plate flowers made. I have my PVC pipe cut to size and painted green. I made leaves out of aluminum flashing and painted them green.

My thought was to just use E6000 and glue the leaves to the stem. I made a long wrap-around piece on the leaf to attach it with. BUT the glue will not hold! And it just takes the paint off.

HELP!

How about using floral tape?

Would floral tape hold up outside? What about duct tape? Then paint it green?
