When to apply pre-emergent for foxtail

I seeded a new lawn in an old pasture last spring and had LOTS of foxtail pop up throughout the summer. I over seeded in the fall and things looked much better, but the fox tail was still there. I want to treat for it with a pre-emergent this year so it will not be as big of a problem (hopefully).

I bought several bags of Crabgrass Preventer with Fertilizer from the local hardware store. Crabgrass isn't my problem, but foxtail is listed on the back as being controlled by this product.

So my question is, when is the proper time to apply this to reduce my foxtail problem? I live in eastern IA. The weather is starting to get a little warm and with the rains this week, the grass is getting its first hint of green in it.

Also, is it OK to core aerate first prior to application? I have clay soil, and the core holes are good for it.
