What kind of grass is it? I have heard that you can theoretically grow sod on concrete if maintained correctly. But good luck with getting a hearty stand with deep roots in those spots with large rocks. IMO I would make them redo it. I'm still a newbie myself but have done a lot of reading up on grass in general. May be totally off but looks like the rocks are to large and to plentiful to maintain a good stand.
