Can you drag a rake over it and dig up no more than 3 inches of the top? That area is much too small to hire a bobcat. Plus even if you did, a bobcat is the wrong animal to level ground. The pros always use a tractor...which also would be a waste of time. This area should be done by hand.

1. Loosen the top 3 inches of soil down to the level of all the low spots. Do not use a rototiller. You cannot control a rototiller. They hit rocks and roots and soft spots. They end up bucking up and down leaving a fluffy top and a very uneven subsurface. when the fluffy part finally settles, it settles to the uneven subsurface profile leaving a bumpy surface. If you want to just fill in the holes, go no deeper than the holes.

2. Drag a piece of chain link fence around the yard to even it out. As you go around be sure there is more soil in the middle. It should be crowned in the center so water drains to the edges. You will need to weigh down the chain link with a bag of fertilizer or something.

3. Water the graded soil lightly but deeply. I would use an oscillating sprinkler. Let that settle to see where the low spots are. Use sand or some topsoil to fill in the low spots. Regrade with the chain link and water again. Let that dry and look for new low spots. Once you have it the way you want it, you are ready for sod.

Don't fertilize before the sod because you want the fertilizer on top of the roots, not under them.
