regenerating the lawn

Got my lawn seeded the previous year; due to the amount of sun we get here and the not-so-well-chosen lawn type some of it has burnt. Which has left room for new weeds, which I am starting to see more of. Even worse, I have left some dead leaves clusters over the winter and the poor grass died :). So I would think I needed to cleanse those spots an reseed ?

Anyway, biggest problem is that effin sparrows eat them all if I just spread the seeds where I see fit. So how is it done ? how do you people rejuvenate your lawn with all these hungry birds ?
