White(ish) grass

At a house a few streets away I notice every Winter/Spring that the grass in their ENTIRE front yard turns white. Not pure white, put a very light beige color. It isn't spotty, and aside from the color, the grass does look healthy. I always wondered what it was. It always turns back to a nice green in the spring.

However, today I noticed that I have a small patch that looks the same. This isn't a powdery mildew and doesn't look like a fungus. I would guess maybe a soil deficiency?

Again, the grass looks healthy. No rot or anything, and is starting to turn back to green. I would like to know what this is because I don't want my yard to eventually look like my neighbors every spring.

Thoughts? I will try to take a picture of both my spot and my neighbor's yard this weekend. I researched a little on the internet, but everyone seems to go to snow mold and fungus. And the pictures they show look nothing like it.
