need help identifying lawn problem

Some of the lawns in my development look like mine (interleaved dead grass?), and some don't. The lines between the lawns are very distinct, so it looks like some lawns are getting treated with something that takes care of it, and some lawns are not. From the "patchwork" in the neighborhood, it doesn't appear to be soil or sun or drainage, as there wouldn't be such a distinction between lawns if that was the case.

I've only been in the house for about 1.5 years. Over that time, I've core aerated last year, and done the ubiquitous Scotts fertilizer in Spring and Fall.

Can anyone identify what is wrong, and what more needs to be done? So far, I have not fertilized or anything this Spring.

(in the picture, I can see two or three clumps of fluff; those are remnants of a stuffed animal the dog ripped apart in the winter, not a mysterious fungus or something.)
