Fertilizer doesn't prevent germination, unless you used a tremendous amount. If you used fertilizer with crabgrass preventer however, then that would prevent germination unless the preventer was Tupersan or Mesotrione. For new grass, starter fertilizer is often the best choice. The biggest mistake people make when trying to grow grass is watering too infrequently. New seeds need to be continually moist for the first 1-3 weeks, depending on the type of grass, and the young grass needs adequate moisture after germination to establish properly.
