I know some fertlizers say safe to use at any time of the year, but it doesn't mean you'll get the same results at all times. I would say your grass was still kind of waking up and that yes, right now, would actually be the better time to do it. Even fescue, which may look like it's green so therefore it should be growing like mad, but still may slow down growth in the winter time.

Organic fertilizers don't count at all when you are worried about over fertilizing. You can dump up to 80 pounds per 1,000 square feet of organic fertilizer and it still will not burn the grass. Of course 80 pounds per 1,000 will bury the grass ;-)
