Compacted Soil - Wet lawn

We just moved to a newly constructed house. I think the soil all around the house must have been heavily compacted with construction - not sure - house was built and sodded in the front, seed and original lawn/weeds in side and back when we saw it. The issue is the lawn is always wet. I know we got a lot of snow, but it has been fairly dry and warm lately and I especially have some puddles in the back. The house does sit at the bottom of a small hill, but the drainage from the road and the house further up, is actually done well - diverts way to the side. Could this all be compacted soil. I think the water table is about 4 feet (per the builder). The family likes to play in the yard and we really can't. Help. Thanks
