Chickenwire plastic mesh under lawn

Hello I recently moved back in with my mother and after living in Pasadena for a year and getting used to the beautiful and well maintained lawns, I came back to a horrible patchy yard where you can't distinguish weeds from grass.

I'm living rent free and doing some general organization/cleaning work and I HAVE to take care of this lawn....

The only problem is - there is a chickenwire mesh under the -ENTIRE- lawn.

I remember when I was young, the city did soil samples and discovered lead in the soil. They had to dig up th yard, and then replaced it with sod. Unfortunately this sod had the chickenwire mesh under it and instead of taking it off, they left it.

How do I get rid of this mesh? I don't want to ruin a tiller to do it, and don't really want to hand pick it all out of the ground as the yard is fairly large. Any suggestions?
