Lawn Care assistance

I bought this house last year and I'm not sure what to do with the grass. Some areas I have green grass and other areas are bare. The only thing I have applied was Scotts Winterguard in November. What should I do to the grass?

1. Live in Las Vegas NV
2. Type of grass: Unsure
3. Watering schedule: Mon-Wed-Fri/3 times, 1 hr apart for 4 minutes
4. Mow every 2 weeks. Not sure of the height. If you look at the pictures, grass has grown a lot in some areas since he mowed on 03/30.

It looks like someone overseeded the area with cool season grasses, probably so the lawn looked better for the sale. What month did you buy it? In any case, that grass won't live through the summer. You need a warm season grass if you want a lawn. Bermuda is probably the best choice, but I would defer this choice to someone with more experience with warm season grasses.
