Raising the level of lawn to match new concrete sidewalk

Hello,
I've recently had a new stamped concrete patio and a walkway put in on the side of my house. Walkway is connected with the driveway and it has stayed mostly level all the way around to the patio. This concrete now sits anywhere between 2" and 4" above the existing lawn. My property sits lower then the neighbors property, due to the slope of the development. Would it be OK for me to add several inches of fill dirt and then place several inches of topsoil in order to get level with the concrete? This would make the slope going from my neighbors yard more gentle. How much topsoil does the grass need in order to properly grow? I understand I would have to seed again, as I can't expect for existing grass to break through due to the thickness of the new layers.
Any advice would be greatly appreciated. BTW, I live in NE Ohio.
