Bare spots 2 weeks after seeding

I am in Hillsboro, OR outside of Portland. I planted a Pacific NW blend with mostly perennial rye and some fescue 2 weeks ago tomorrow. Had my first sprouts on the driest parts of the lawn last monday which led me to believe I may have been overwatering so I adjusted the watering time for all my zones. Yesterday I also adjusted the frequency. As you can see from the pictures, some areas are completely bare where some are thin at best.

My thinking is to rake lightly and put down more seed on those areas and resume the watering frequency to 3x day at the lower time (5 min for shady zone and 10 min for sunnier zone) since we are not expecting rain for the next week.

Picture here is of the worst area...shady 3/4 of the day, the water puddled when I was running the zone for 15 min, 3x day.
