help with seeding tall fescue

I seeded 20 days ago and I have exposed grass seed and a lack of germination. I detatched, airated, limed and seeded. I have been watering 2x per day because it is a sandy soil. I am getting sparse germation. I want to know if the exposed grass seed can be saved by putting more soil on top? Also the existing grass is getting long and needs to be mowed. Any help would be greatly appreciated.
