Bermuda didn't germinate!

I'm trying to grow some loose grass and weeds (preferably as drought-tolerant as possible) in my backyard, just to help control the dust levels for my dogs. I don't need a perfect lawn, i just want something/anything growing there that can survive the hot SoCal/Pasadena summer.

My soil is a pretty depleted clay loam, so here's what I did:

  1. Tilled a one-inch layer of compost into it six inches deep.
  2. Spread a Bermuda mix in the sunny areas, and a shade-tolerant fescue mix in the shady areas.
  3. Spread a 15# bag of lawn fertilizer.
  4. Watered it 3x per day for 2 weeks.

The fescue is coming in like gangbusters, sprouting thick and happy. The bermuda ... nothing. Not even a single shoot, anywhere in the yard.

It's been nice and warm here, varying between a high of 80 and a high of 95 during these two weeks. I've kept the soil moist the entire time.

What happened?

The only thing I can think is maybe that bag of bermuda had been sitting on the shelf at my local hardware store for many years and was dead. No way to tell - I don't think it had an expiration date on it and anyway I threw out the bag after I seeded it.
