seeded tall fescue please help

I recently seeded my lawn last sunday 4 days ago. The weather here in southern california has been in the high 80's sometimes low 90's for being spring time.. I have been watering 4 times a day. 8 a.m., noonish, 4pm and before bed around 8ish.. so basically every 4 hours. I only water when i notice the top layer of the soil is dryed out and doesn't look wet. No seedlings are germintating.. I checked by digging into a small section of manure by my sidewalk with my hand to check to see if a few seeds were sprouting or begining too.. Nothing so far but I know that it takes 6 to 8 days to see actual sprouts. My concern is the overwatering? I purchased Scotts tall fescue mix from lowes. the seeds are blue coated with 2x water absorbancy. I recently bought my home and tore out the st. augustine mix that looked horrible. I raked, layed bottom manure and after seeding layed top layer of manure as well. Please help!! Thanks.
