Soil Report From Logan Labs

I just moved in to new home in the end of march and when the lawn started growing it was nothing but weeds and what little grass that was there still doesn't seem to be growing. I'm planning on doing a full renovation in late summer (killing, tilling, and reseeding). I'm starting off with a soil report from Logan Labs. I Talked with their Independent Agronomist and he gave me some great recommendations. After talking with him on the phone he also recommended if I was going to till it all together I could add 20-25 lbs of rock phosphate. Is that too much phosphorous or will that much be ok? also any other recommendations anyone can suggest? maybe alittle elemental sulfur for the back yard?
