Dead Lawn, seeding?

I bought a foreclosure home in Central Utah 2 months ago. I am now noticing that not only is grass not growing, but it is completely dead and if you wiped your foot across it, it breaks up and blows away. This house was foreclosed on so it was not watered at all for at least 1 whole summer. I also have about 5 trees that are dead from lack of water, they are younger trees as the hosue was built in 2006. I was told the previous owners bought really nice sod and their yard looked great! I have noticed some new grass growing on the north side of the house that had some shade (probably protected it from the sun). I had the lawn aerated yesterday, and I was gonna put some seed down tonight and fertilizer. Will this work at all? I was thinking once now, once in the fall and again in the spring? Is it a lost cause? How often should I water the seed? What type of fertilizer? Do i put the fertilizer down before or after the seed? Any help would be greatly appreciated! thanks!
