We have drought like situation. We had 0/25 inch of rain in last 6 weeks. I have been watering the yard but even after spending $100 worth of water, yard is all dead looking.

I am wandering if milorganite application will help or hurt in this situation?

Man! No 25th's. That's like......none..... Just picking on you. I know what you meant.

Milorganite can't fix drought.

How much and how often do you water? I'm talking measured irrigation amounts, measured in inches not minutes. No guessing how much water you are putting out. I'll butt out for the cool season guys and girls. I'm not sure what to expect out of a cool season lawn during the summer.

Yes...how often do you water? How long do you water when you water? You can measure your irrigation with cat food or tuna cans. Time how long it takes to fill the can. My sprinkler takes 8 hours but my neighbor's system takes 20 minutes. Every system is different. You'll need to know what this number is to get your watering right.

What kind of grass do you have?

Fertilizer is not going to fix a drought situation, in fact can even make matters worse trying to force the grass to do something it is not suppose to do.
