It looks like fungus to me from your overall view picture, the detail view cannot tell what it is, blades have already died so cannot see the lesions.
Being late June, after a rainy spring and tall fescue, it's a pretty safe bet that it is brown patch.
Not sure what the weeds are.

Regarding the fungus: If you want to try an organic approach that worked for me every year since 2002, apply corn meal at a rate of 20 pounds per 1,000 square feet. That takes 3 weeks to see the grass coming back and not getting brown again.

Not sure what the wild strawberry is to know whether Weed-B-Gone would take it out. WBG would be my starting point.

On the alfalfa - for the price, ease of application and results, it's simply unbeatable. The downside are attracting rabbits but it keeps my shorthair busy.

I just read some advice to keep fescue mowed at 1-1.5" to reduce fungus.

However I've read other advice to keep fescue mowed longer to keep it healthy and to shade weeds out.

What's the optimal length to reduce fungus and shade weeds out?

I have fescue but I'm not sure how long to keep it mowed. My blades are around 2-3" right now.

USC, where'd you read that about mowing it short? I believe the main reason for the fungus is people in California positively insist on watering for 10 minutes every day. My mother's Marathon lawn was too soggy to walk on every day of the year. When I visited I would reset her timer but when I returned it was set back to daily. If you allow the soil to dry out completely between watering, you should be good to go even with higher mowing heights.

I believe I remember you saying you had dwarf fescue. In California 99.99999% of the dwarf fescue is Marathon. There are two dwarfier varieties of Marathon called Marathon II and Marathon III. Do you know what you have?

Yes I have sod installed called Bolero which is 90% dwarf fescue. Unfortunately I don't know the specific dwarf variety.

Here's one university that advocates mowing tall fescue short in the summer to reduce the incidence of brown patch.
