dry soil

half of my back lawn looks really good, it it green and lush, but the the other half is like the Sahara Desert. I can water in the evening and go out the next morning and the soil is dry as a bone like it never had a drop of water on it. The only thing that really will grow is mallow. We have seeded twice and fertilized it as well the last 3 seasons in hopes that with time it would get better but that half of the lawn is still really dry.

Need some additional information. Take a long screw driver and see how far you can push it down into each half of your lawn in several places. . Do a jar test (search this forum for "jar test" for procedure.) Do you mulch mow?
The solution is going to be adding organic matter. This is not a quick fix. In the meantime, you can try shampooing the lawn to start.

Can you post a picture of the lawn?

What kind of grass do you have?

What part of Utah are you in?

    When (month) did you seed?

Do you get runoff in the dry areas?

How long do you water when you water? And how often do you water?

I'll explain shampooing the lawn after you answer the questions.
