Help with lawn patching (pics)

New neighbors have killed our lawn from dog urine. I am attempting to patch the burn spots and have a few questions.

I have dug out all of the burn spots, mixed in top soil, dropped seed across the entire lawn and topped off each burn area with extra seed.

I have growth 1 week later but not in all spots.

1. Should I give it more time for the spots that aren't showing an growth or should I mix the soil with the seed and add more seed to those areas, essentially start over and re-patch the areas with no growth?

2. When should I cut the lawn given that some areas have no growth?

3. When should I apply a fertilizer, wait another 4-6 weeks?
