Is this a fungus or insects/grubs doing this damage?

Hoping someone can take a look at these photos and tell me what is going on with my lawn right now. This is a fescue lawn in Virginia. My guess is fungus, but I have been putting down fungicide this year, so I am confused/frustrated.
