I fertilized just once this season in 2nd week of April.

We had lots of rain in June and July. Still yard is very dull looking.

Should I fertilize now? Whenever its not raining, I have been watering it but still grass does not look healthy at all.

Is it advisable to fertilize now or it will hurt the lawn?
Which fertilizer I should use. My yard is tall fescue and KBG blend.

You can safely fertilize with an organic fertilizer (Milorganite or alphalpha) during the summer months. Dull looking is a rather non-descriptive term. If you turf looks unhealthy, you better off getting a soil test (loganlabs.com) and see what nutrients your lawn is lacking.
