Hydroseeded lawn advice

Our yard was recently graded and we chose to have it hydroseeded vs. seed/straw. They came out and applied an extremely thin layer late yesterday morning. That afternoon, we had a short, but pretty heavy rain.

I understand washouts are a risk, but I've attached a photo of what we're stuck with now, one day after the application.

I had hoped to take some photos before the rain in order to show how thin it was but wasn't able.

I think the subcontracted hydroseeder was in a rush because he's on vacation next week. Now, my excavating contractor wants to put down straw and seed this Monday so that it "doesn't wash out again". To me that makes no sense because no one would be getting hyrdoseeded lawns because of the washout risk.

My questions are, 1) should our yard look like this after the first rain, and 2) should I accept putting straw and seed down when I paid for it to be hydroseeded.

I appreciate anyone's feedback and advice.
