should I remove all old lawns even will cover it?

I live in Rhode Island. I just cleared a new area in my backyard and want to grow lawn on it. The area is flat and about 1 foot lower than the average height of my current backyard lawn (~6 degree slope). The new area is covered with leaves and branches. I will bring in enough land fill to elevate it up for 6 inches and then put 6 inches of loam on top. I will also remove half of my current slope lawn to form a relative large flat lawn. A mini excavator will come in and smooth the surface.

My question is: do I need to remove the organic matters in the cleared areas as well as the grass on the half current lawn that I will flatten? Some people say there is no need to remove them because they will have 1 foot of soil on top. Some people say if not removed, the biomass will suck oxygen whey they decay so the lawn won't grow well.

Any suggestions?
