Repair yellow lawn

I live in Exton area of west Philadelphia. The previous owner used sod to cover the front yard and 40% of the grass turned to yellow. I tried to overseed by using grass seeds from Costco last fall and had bad result. The front yard is about 0.3 acre with full sun. My question is:

1. What should I do this year? Aerate the lawn or overseed again? What is the best seed? Is Scotts from HD good enough?
2. Do I need to rent a power rake to remove the dead grass?
3. If I need to test the soil PH, where should I send the sample to?
4. Is it a DIY or hire somebody to do the job? Any recommendation?

I'd get a soil test from Logan Labs. Once that comes in, you'll have a better idea of what the soil needs. Without it, you're just guessing.

How often do you mow? At what height? How often do you water? How much water do you apply when you water? How often have you fertilized? When? With what?
