Spectracide or seed first?

My lawn is awful and I'd like to reclaim it. It's about 70% weeds; broadleaf, crab grass, etc... I live in Delaware, Zone 7. I have 2 bags of spectracide weed stop. The question is which to do first. Do I put spectracide down now, and in late September seed (but will the seed take with spectracide still in the soil?) Or do I try to get seed down now, have it go through 2 or 3 cuttings once it comes up, and then spectracide (but not sure any new grass will grow with the current lawn so choked with weeds?) Help!

With 70% weed, why not just kill everything of with RoundUp and start with a clean canvas?

Maybe it's not 70%, say 50%. I think I can still get it back. Plus I already have the spectracide, so figured I'd give this a try. Plus, my wife won't let me do the scorched earth option anyway.
