sod laid on June 1st still not rooted

quick question. I laid around 225 yards of tifway on June 1st. June was rough here, 100* temps and absolutely no rain all month. water bill was high but the sod survived and we have had ample rain (nearly a foot) in the last month. we had a big storm today that dropped 2" of rain and knocked down a lot of branches in my yard. as I was picking the limbs and branches up I noticed some of the sod pieces still had noticeable seams in between them. I leaned down and grabbed a piece and it easily lifted up. there were absolutely zero roots underneath the slab. I'm not even sure how that's possible with the rain we've had. the pieces in question (probably 10 yards total) haven't rooted at all.

I follow the bermuda bible and mow mostly with a reel at 1.5". what do I need to do to encourage some root growth with this section before fall arrives? I'm very surprised by the total absence of roots.....seeing as how I have mowed this section probably 20 times since it was put down.
