You can try contacting scott's customer support and ask them.

I can tell you this much. Scotts Turf Builder with Halts did not do anything to control the weeds that you saw. The active ingredient in Halts is a pre-emerge herbicide and will only control weed seedlings that are just emerging from the seed shell.

Whether you can overseed now or not depends on the application rate at which you applied the Halts.
