Replanting lawn tips?

I just moved into a new house over the summer and have been waiting to replant the front lawn until the weather is cooler (living in southern Wisconsin). About a week or so ago I sprayed the front lawn with Roundup and it is looking pretty dead right now. I am looking for some tips and instructions on replanting.

1. I am planning on mowing the dead grass as short as I possibly can, but after mowing and removing clippings, should I till the soil / dead grass or just rake it? The front lawn is not very large so I dont really want to rent one of those dethatchers. Any ideas here?
2. After planting the seed and spreading some dirt over the top of it, do I need to spread straw over the top while it grows? I see some people do this and some dont and am wondering if its needed or not.
