Slow growth

A little more then 3 weeks ago I planted a large area with Jonathan Green Black Beauty Ultra. The grass came up fairly well for about the first 10-12 days reaching a height of 1.5 inches. Since then I have had 10-12 more days with almost no growth. The grass has thickened some but it hasn't gotten any taller. The seed mix is 10% Rye, 10% Bluegrass, and 80% Tall Fescue. Is this fairly normal or do I have a problem?

Yes, it is normal, especially for the Kentucky Bluegrass in that mix. Even though germination is probably over for your seeds, don't stop watering completely. New grass needs a good deal of water to grow and mature. Also the new grass is growing roots at a good clip, so it can't focus all it's resources on top growth. Once it reaches 3 inches, which should be in 2 weeks give it a mow down to 2 inches with a sharp mower blade.

So far I have been watering several times a day for 5-10 minutes to keep the top from drying out. Should I switch to watering more deeply? Perhaps moving to a longer watering every couple of days?

If you are sure that all your seeds have germinated, you can cut back on the watering. I would probably do twice a day for a few days and then once a day for a week or so, morning or midday. The once a day waterings should be longer in duration than what you were doing for the 2 and 3 times a day waterings. Basically you are gradually cutting back to get to the one day a week deep watering. Your grass will tell you if it needs more water by it's appearance, just keep an eye on it.
