I'm just taking a wild guess for your area, but I would say around October 1.

I've seeded in an emergency as late as mid October and it worked out fine.

The soil temp has to be at least 55 degrees in order for fescue to germinate. The best way to know your soil temp is get a soil temp thermometer. I checked my soil temp today and it's 78 in a predominantly shady area and 85 in a sunny area. Since I'm in a cooler zone than you are, I'm guessing it gets cool earlier here than it does there, and I've put seed down in October before. The soil cools more slowly than the air does.

FYI - K31 is a cheap grass, but it's very wide bladed and grows in clumps. On the positive side, it can withstand very harsh conditions.
