I have a tall fescue lawn that has small bare spots. In the larger spots, can I "lead" (ie create a candy trail) the existing grass into the bare spot by putting fertilizer in the bare area?

No. TTTF will spread on it's own accord, but it is very, very slow, and larger spots will take years. Bare areas in your yard will likely sprout weeds if left bare for a long time. You would be much better off spot dormant seeding those areas this winter.
|
I was thinking of only the small spots of less that about 12 inches in diameter.

Anything bigger than a divot is going to take a long time, think years, and adding nitrogen to the bare spots isn't going to increase the spread.
