A question about 'dormant seeding'

Can the seed be applied in the dead of winter when the ground is frozen and NOT snow covered?

Or is it best to apply the seed in late fall before the deep freeze? (I live in S.E. Mich)

Yes, but it would be helpful to do so right before a snowfall. They can be applied any time you are sure germination won't start prematurely by a warm up in fall or be pushed around by heavy rains. It helps to get them down right before a snowfall as the snow will keep them from blowing around, and the snow melt cycle will work the seeds into the soil.
