when to use pre-emergent?

I heard various saying about the time to put pre-emergent out. Some say mid September, some mid October, and some on Halloween.
I am located 45 minute drive south of Atlanta in zone 7B. When exactly is the time to put the pre-emergent out?

That's what i heard and read online. However, for two consecutive years I went to the feed and seed store to buy pre-emergent by September 15. They told me that it was too early to put it out. They would get a load of pre-emergent close to Halloween. That just confuses me, but i just doubted that a feed n' seed store would do it wrong......

Sep. 15 would makes sense. Weeds like dandelions sprout in the fall and pre-m doesn't do any good to already sprouted seeds. Applying it a couple days before fall would protect that possibility.

Oh, no... I ignored what I learned and listened to the feed n' seed store staff and thought I would put the pre-emergent out on the Halloween..

As I could see now, there have been some henbits around already.. ohhh no

Henbit started showing up in my lawn sometime in September (I don't recall if it was early in the month or late or mid-month). I live just outside St. Louis, Missouri. I think I'm going to apply Corn Gluten Meal on August 15 next year to try and stave off the henbit. I hope that's not too early.
