soil test

I have been reading and have learned alot from this forum, and this is my first post. I bought a rapitest soil tester today, I would like to do my best and explain my results, I welcome any help I what I should do or not do. I have not put down any fertilizer yet, October I put down some grass seed over yard been watering, and have some new grass. Yesterday we got about 2inches of rain fall, I used soil tester today, will that rain affect the results? Here is what I came up with pH was about 7.5, so by there chart its between neutral and Alkaline. Nitrogen & Phosphorous both came back very low, I checked these twice and got same results. I have not got any winter fertilizer yet, any suggestions what if any I should do before winter
