Gauging Ryegrass Maturity

I recently over seeded my lawn with ryegrass in preparation for the winter months. It's almost 3 weeks into germination. When can I tell if it's mature enough for traffic and mowing? I have two dogs itching to run around, but I don't want to expose the new grass prematurely.

2-3 weeks would be mowing time. If it is to wet then traffic and dogs will cause ruts but that is the case even 3 months in.
