There is really nothing you can do short of erecting a greenhouse around your whole yard. Grass growth is mostly governed by soil temps and light levels, below a certain soil temperature, topgrowth stops, a little lower, then the roots stop. Just the fact that it took 3 weeks for your TF to germinate isn't a good sign (5-7 days is typical for me in CT in September). Are your seedlings doomed? Not necessarily. Since you see very little snow, and minimum temps around freezing, they might make it to spring, but I wouldn't bet on it, especially since you haven't had to mow it yet. So stay off it, and pray for a mild winter.

Did you use starter fertilizer when you seeded? Since your topgrowth is probably very slow, or has stopped altogether, fertilizer won't do much for tillering, but some fast release nitrogen will help with root growth and assist in carbohydrate storage before your soil temps get too low. .5-1.0 lb. per thousand sq. ft. is the recommended rate in this instance.
