Clean the carb again. Carefully remove the brass jet and the nozzle behind it, the holes in both have to be spotless. A piece of tag wire helps. I use a welding tip cleaner but am very gentle with it.

If you removed the carb, did you replace the gasket(s)? Symptoms sound like you might have a vacuum leak.

Yes, the gasket or spacer if equipped could cause the leak. A spray of carb spray focused in that area while it is running may confirm it. (It will pick up speed)You also have to be sure that you didn't flip a gasket on re-assembly. You have to be sure on the main jet holes being clean. That is the reason for the tag wire. After soaking , I always re-clean with spray carb clean to fully dislodge the gunk removed with the solution. Your fuel needs to be fresh and the rest of the fuel system clean as well. Fuel cap must vent also.

I have a Husky power washer with a GCV160 Honda engine. I am installing a new carburetor, but have forgotten the sequence of the gaskets and spacer. Can anyone help?

Can someone tell me what part 22 is on this diagram? And does it connect to the carb linkage?

That is the choke control. It does not attach to the throttle linkage, rather nudges the choke into position.
