If the solenoid below the carb is not functioning, fuel won't travel up the pipe into the venturi. You can remove the solenoid, hook up the terminal and ground the body. Set the park brake. When the key is on, there should be voltage at the solenoid and the plunger should pull in until power is cut. Flooding out is typically something else, such as a float valve or assy problem. It would be important to know what the engine model and type #s and possibly what carb it has on it. JD shows 4 different carbs.
